  • Enrollment & Demographics
    With sharp increases in students from historically underserved groups—including a growing multilingual population and 19% of students receiving special education services—Minnesota schools face urgent pressure to evolve. The report explores how these demographic shifts should drive smarter investments and more equitable policies statewide.
  • Academic Achievement
    Proficiency in reading and math has dropped significantly, with particularly alarming gaps for students of color, low-income students, multilingual learners, and students with disabilities. We explore the promise of the Read Act, high-dosage tutoring, and expanded access to rigorous coursework.
